Does my organization or municipality need to meet New Efficiency: New York and BuildSmart NY goals?

If you are a New York State Agency or Authority with at least half your board of directors appointed by the governor, you will need to meet the New Efficiency: New York and BuildSmart 2025 goals.

What is New Efficiency: New York?

New Efficiency: New York is the Governor’s plan to reduce energy usage by 185 TBtu across the state by 2025. Read more here.

What was BuildSmart NY, and what is BuildSmart 2025?

BuildSmart NY was New York Governor Andrew M. Cuomo’s program for aggressively pursuing energy efficiency in New York State government buildings while advancing economic growth, environmental protection, and energy security in New York State.

  • The centerpiece of BuildSmart NY was Executive Order 88 (EO88), which Governor Cuomo issued on December 28, 2012.
  • EO166 replaced BuildSmart NY and EO88 on June 2, 2017, redoubling New York State’s energy efficiency efforts.

  • BuildSmart 2025 is NYPA’s service to support state agencies, SUNY, and CUNY to meet the Governor’s energy efficiency goals.

What projects can count towards meeting the New Efficiency: New York 11 TBtu goal? How is the 11 TBtu savings calculated?

All energy efficiency projects completed since 2015 count towards achieving the goal. This includes energy savings from any fuel source - not just electric savings. Savings from on-site solar will also count towards these goals.

The 11 TBtu energy savings are calculated as projected savings on a project-by-project basis.

What are Executive Order 88 and Executive Order 166?

The centerpiece of BuildSmart NY was Executive Order 88 (EO88). EO88 was issued by Governor Cuomo on December 28, 2012, and mandated a 20 percent improvement in the energy efficiency performance of State government buildings by April 2020.
