EO 22 establishes NYPA’s NY Energy Manager as the system of record for energy data and requires all state entities to ensure their energy data is entered in NY Energy Manager. Energy saving project data entered through the NY Energy Manager is used to demonstrate progress toward an individual agency or authority’s portion of the 11 trillion BTU goal.

On September 20, 2022, Governor Kathy Hochul signed a nation-leading Executive Order (EO 22) to accelerate efforts to make State operations more sustainable. EO 22 - Leading by Example: Directing State Agencies to Adopt a Sustainability and Decarbonization Program – sets goals for a variety of energy, climate, and sustainability related topics. It establishes an energy efficiency goal for state facilities, known as BuildSmart 2025, and directs state entities to work with NYPA to achieve their allotted portion of the overall 11 trillion BTU energy savings target. EO 22 identifies 75 “Affected Entities” that are subject to the requirements of EO 22, including BuildSmart 2025.
EO 22 establishes “BuildSmart 2025” as the collective effort by Affected Entities to reduce site energy use by 11 trillion BTU (TBTU) by 2025 from a 2015 baseline – a goal that was originally set in New Efficiency: New York. BuildSmart 2025 leverages the resources and expertise of NYPA’s BuildSmart program to set individual Affected Entity energy savings targets, establish intermediate deliverables, and create supporting resources to set Affected Entities on a path to meeting the collective EO 22 energy goal.
