A portion of the revenue NYPA earns from selling the power generated at the Niagara Power Project goes into a fund to support economic development in the 30-mile zone surrounding the generation plant. The state legislature passed a law creating the Western New York Power Proceeds Allocation Board to monitor the distribution of those funds. The Board solicits and reviews applications makes funding recommendations to the NYPA Board of Trustees. The capital in the Western New York Economic Development Fund results from the net earnings from NYPA's sale of unutilized expansion and replacement power.
Funded projects support the growth of business in the region, leading to the creation or maintenance of jobs and tax revenues. Examples include:

- Capital investments in buildings, equipment, and infrastructure

- Land for infrastructure

Appointment & Qualifications
The board shall consist of five members who shall be appointed by the governor as follows: one of whom shall be appointed upon the recommendation of the temporary president of the senate and shall reside within the thirty mile radius of the Niagara power project, one of whom shall be appointed upon the recommendation of the speaker of the assembly and shall reside within the thirty mile radius of the Niagara power project, and at least one additional member who shall also reside within the thirty mile radius of the Niagara power project. The governor shall designate a chair from amongst the board's members.

Compensation
Members of the board, except those that are employees or officers of the state, its authorities or agencies, shall not receive a salary or other compensation, but shall be allowed the necessary and actual expenses incurred in the performance of duties under this article.
Expenses
The Board is not charged for administrative expenses. Expenses are borne by the New York Power Authority.
